ஒரு அரசு என்பது பொருளைத் (செல்வத்தை, பணத்தை) தேடி (வழி முறைகளை கண்டறிந்து), சேர்த்து (வசூலித்து), பாதுகாத்து (வரி ஏய்ப்பு / ஊழல் இல்லாமல்), காத்த பொருளை உரிய வழியில் (மக்களுக்கு மிகத் தேவையான வசதிகளில், முறைகளில், காலங்களில்) செலவு செய்திடல் வேண்டும்.

A King (nation or state) should endeavour to find measures to increase its wealth (by way of duties and taxes), ensure collection of such levies, taking care that revenues are not squandered (due to negligence, corruption, oversight or thievery).
