chapter 39 'The Greatness of a King’,
under the section 02 ‘Wealth’.

Promptness, knowledge and bravery (decisiveness) - these three are the virtues of kings.
Original Kural:
தூங்காமை கல்வி துணிவுடைமை இம்மூன்றும்
நீங்கா நிலனாள் பவர்க்கு.
Explanation in simple Tamil:
விரைந்து செய்தல், கல்வி, வீரம், இம்மூன்றும் அரசு/ஆள்பவர்க்கு நீங்காது வேண்டும்.
The mad.madrasi take in today’s world:
Can anyone today refute it? Today the world is witness to the fact that absence of these virtues world over, in the people who wield power, has subjected the people to unnecessary hardships.
Witness the fact that the UNO while rushing in and endorsing with such pomposity the division of Sudan into South and North Sudan, failed to act promptly and decisively on the border disputes between them. If only they had flooded the border with some 5,000 blue berets, the current ‘war’ and human misery probably could have been avoided.
Which again points to the fact that mere ‘knowledge’, by itself, without prompt and decisive action is meaningless. The UNO and the powers that be very well knew of the contradictory claims on where the Sudan-South Sudan border runs, but chose to close their eyes and minds to it. And after the conflagration, the idiots in the Security Council of which my country is one, are threatening sanctions on both Sudan and South Sudan.

OTOH, the Iraq War, a.k.a., the Second Gulf War or Operation Iraqi Freedom has shown us that a prompt and decision action *without* knowledge, can and do cause human misery equally. Thus a *ruler* needs all 3 - promptness, decisive action and knowledge to be enhance the welfare of his/her subjects.
